Citizen's Bond Oversight Committee - Measure WV
In August 2016, the District elected to pursue a bond election under the provisions of Proposition 39. State law requires the District to establish a Citizens' Bond Oversight Committee appointed by the District's Board of Trustees. The Committee's purposes are to inform the Public concerning expenditures of bond revenue; to actively monitor all projects and expenditures approved by the voters; to provide proper oversight and accountability to ensure that Measure WV funds are used as they were intended and; to report to members of the community on the progress of Measure WV.

The Board of Trustees of the Walnut Valley Unified School District (“WVUSD” or “District”) is seeking qualified, interested individuals to serve on a committee of community leaders which will serve as the Independent Citizens’ Bond Oversight Committee (“CBOC” or “Committee”) for the implementation of the District’s Measure WV school facilities bond program.
Proposition 39 Bond Election and Establishment of a Citizens’ Bond Oversite Committee
On November 8, 2016, voters residing within the WVUSD passed Measure WV. Measure WV is a $152,880,000 bond measure that authorizes funding for needed repairs, upgrades, and new construction projects to the District’s schools. Proposition 39 required a 55% supermajority for approval; Measure WV was passed by 64.31%. After a bond authorized under Proposition 39 is passed, state law requires that the WVUSD Board of Trustees appoint an Independent Citizens’ Bond Oversight Committee to work with the District.
Committee Responsibilities
In accordance with Education Code Section 15278(b), the CBOC shall:
• Inform the public concerning the District's expenditure of bond proceeds of Measure WV.
• Review expenditure reports produced by the District to ensure that Measure WV bond proceeds

• Present to the Board in public session, an annual written report outlining their activities and

Appointment of Committee Members
The Committee shall consist of at least seven (7) members appointed by the WVUSD Board of Trustees from a list of candidates submitting written applications. Currently, the Committee has two openings. Those interested must meet the following criteria:

- One (1) member who is a parent/guardian of a child enrolled in the District
- One (1) member who is active in a senior citizens’ organization
Time Commitment and Term
CBOC meets four times a year in the evenings. Terms are for two years with a maximum of three consecutive terms.
