Overview of Bond

Maintaining a high-quality and well-rounded education for local elementary, middle and high school students is our District’s top priority. As educational standards evolve and become increasingly rigorous, we need to ensure that our students are skilled in the use of 21st Century technologies and have a solid background in science, math, engineering and technology.

On August 10, 2016, our Board of Trustees adopted Resolution #17-02 which started the process of gaining voter approval to sell $152,880,000 in General Obligation Bonds allow schools to modernize existing facilities and construct new technology improved learning environments for students.  Adoption of Resolution #17-02 allowed the Walnut Valley Unified School District to put Measure WV on the ballot for November 8, 2016.

On November 8, 2016, a Bond Election was duly held and conducted for the purpose of voting on a measure for the issuance of bonds for the District in the amount of $152,880,000.

On January 18, 2017, our Board of Trustees adopted Resolution #17-12 which officially entered into the minutes of the Board of Trustees that Measure WV has been approved by more than fifty-five percent (55%) of the votes cast at the Election.

This Measure will protect our community's investment in our schools. 

Overview of the Citizens' Bond Oversight Committee (CBOC)

On November, 2000, the voters of the State of California approved an amendment to the California Constitution (Proposition 39) lowering the voter approval requirement from 2/3^rd to fifty-five percent (55%) for school districts that provide voters a specific list of projects, a committee of appointed citizens to oversee the expenditure of funds and an annual performance audit and financial audit of the bond funds and bond projects.  Proposition 39 provides that the Citizens' Bond Oversight Committee shall have at least seven (7) members who shall serve a minimum of a term of two (2) years and no more than three (3) consecutive terms.

Purpose (CBOC)

Because the District elected to pursue a bond election under the provisions of Proposition 39, State law requires the District to establish a Citizens' Bond Oversight Committee appointed by the District's Board of Trustees.  The Committee purposes are:

     * To inform the Public concerning expenditures of bond revenue.

     * To actively monitor all projects and expenditures approved by the voters.

     * To provide proper oversight and accountability to ensure that Measure WV funds are used as they were intended.

     * To report to members of the community on the progress of Measure WV projects.

 Membership (CBOC)

The Committee must consist of at least seven (7) members, appointed by the Board of Trustees from a list of candidates submitting written applications, and based on the following criteria established by Proposition 39:

• 1 member shall be the parent or guardian of a child enrolled in the District.
• 1 member shall be both a parent or guardian of a child enrolled in the District and active in a parent-teacher organization.
• 1 member shall be active in a business organization representing the business community located in the District.
• 1 member shall be active in a senior citizens’ organization.
• 1 member shall be active in a bona-fide taxpayers association.
• 2 members shall be of the community at-large.

No employee of officer of the District may serve on the Committee, nor may any vendor, contractor or consultant of the District serve on the Committee. (Education Code Section 15282)
