Local Control Funding Formula (LCFF)

As of July 1, 2013 there has been a revolutionary change in the way the state of California allocates funding to school districts, charter schools and county offices. A new funding methodology, the Local Control Funding Formula (or LCFF), was adopted. The LCFF is intended to correct historical inequities and increase flexibility by strategically directing projected growth in education funds to students with the greatest need in order to close the achievement gap.


Local Control Accountability Plan (LCAP)

The Walnut Valley Unified School District values the input of parents and community members as it prepares to develop its Local Control Accountability Plan, required by the California Department of Education, for the implementation of the Local Control Funding Formula.

As part of the LCFF school districts, county offices of education and charter schools are required to develop, adopt, and annually update a three-year Local Control Accountability Plan (LCAP). For 2014-15 the plan must be adopted by June 30, 2014. The LCAP is required to identify annual goals, specific actions geared toward implementing those goals, and must measure progress for student subgroups across multiple performance indicators based on eight priorities set by the State. The priorities must be aligned to the district’s spending plan. The LCAP must be approved before the annual district budget can be adopted. Once the budget and LCAP are adopted at the local level the plan will be reviewed by the County superintendent and ensure alignment of projected spending toward goals and services.

A requirement in the development of the LCAP is to solicit input from parents, teachers, students, local bargaining units, staff and other community members in regard to what they think which goals would be most effective for implementation in our schools toward reaching state priorities. The first step taken by the district, was to form an LCAP Committee, which represented all the stakeholders in our district. After this group worked and refined draft goals, we would like for you to give us further input by answering some questions.

Please take time to review the DRAFT template that was developed by more than 65 stakeholders. The draft information is our District’s working document. Once all feedback and input is incorporated from the community, it will be transferred to the State template.
